It seems that flooding disasters are becoming more frequent, due possibly to global warming. Governments rely on military and emergency services to deal with civil emergencies, but quite often such organisations have the wrong equipment in the wrong areas, and emergency supplies, food and medicine are offered too little too late. Consequently, people starve and have medical problems that could be prevented by better planning.

The daily operating costs of some helicopters are more than the purchase price of this new generation of rescue hovercraft. Helicopters cannot operate close to electricity pylons. Helicopters have poor communications with the ground and air-drop supplies that are usually plundered by the few.
Larger Military Hovercraft
Larger hovercraft require specialist pilots and engineers. They are often too big to transport through areas where floods have damaged infrastructure, and too large to airlift. Large hovercraft are in short supply, and there are long deliveries times quoted for their supply. Larger military hovercraft are not very weight efficient – for the price of a small to medium sized hovercraft, 5 to 10 Hov Pods could be purchased to provide better cost effective and weight efficient coverage to get emergency supplies to remote inland areas.
